What is the Weatherization Assistance Program (WAP)?
WAP is a program designed to assist low-income households in reducing their fuel costs while contributing to national energy conservation through increased energy efficiency and consumer education. It is not a home repair program and therefore does not address serious repair needs. Weatherization needs are determined by a pre-energy audit and can include: various types of insulation, air sealing, duct sealing, caulking, weather stripping, lighting upgrades, HVAC replacements and window replacements.

 

Who qualifies for WAP?
The program serves low-income households at or less than 200% of the federal poverty level , including homeowners and renters in Shelby County. Those households with a disabled member, elderly member, or a child living in the home have priority. Even priority households will be accepted on a first come, first serve basis.

 

How do I apply for the program?
The application process is currently closed.

 

When does the program start/end?
The program starts on July 1st of the current year and ends on June 30th of the following year. This is the City’s fiscal year.

 

Who administers the program and where does funding come from?
The City of Memphis’ Division of Housing & Community Development administers the program. The specific department that runs the weatherization program is the Department of Development Services. This program is federally funded by the Department of Energy (DOE). Each state is awarded funds for weatherization, and in Tennessee, the grantee is the Tennessee Housing Development Agency (THDA). THDA then awards an organization in every county with funding to administer the program.

 

Is there a cost to participate in the program?
There is no cost to the program participant. However, there are compliance policies relating to rent restrictions for landlords that participate in the program.

 

How many clients can be served this year?
With the current funding that has been awarded to Shelby County, we are able to serve roughly 76 households.

 

Is there a warranty on the weatherization work performed in my home?
Yes, there is a one year material and labor warranty on all weatherization work completed.
